Examines three major historical models for literacy development:

 
  • Protestant-religious education
  • Elite technical schools (such as colleges and private academies in France)
  • Civic-national schooling
 

Argues that these models are based on attaining high levels of literacy for a small number of elites. States a need for an alternative model that aims at achieving the contemporary goal of mass literacy.
