At the time of the seminar, there were more than 627 million adult preliterates in developing countries.

 

Gives information about mass literacy campaigns in many of these countries. The Udaipur Literacy Declaration states that literacy campaigns should be regarded as a necessary part of national strategy to overcome poverty and injustice. Should plan campaigns with a concern for questions of a

  • geographical
  • political, and
  • linguistic nature.
 

Should encourage decentralization and maximum participation on the part of all citizens.
